Google Merchant Search and new adwords formats

What’s most interesting our Pay-Per-Click team is the new Adwords ad format Google have exclusively given themselves?  Notice the drop down menu and integrated search  button on Google's top placed ad.

Putting the furore to the side over the fact that some of Google's biggest finance advertisers in the UK are spitting blood, because Google has launched a competing comparison site service Google Merchant Search (initially for secured loans only - but from there on the omens are not good for any and all vertical search services).

As a onebox widget this might have been OK because it is a functional feature, however this is questionable Adwords behaviour, and seems extremely contrary to Google's usual and acceptable stance of "we treat ourselves the same as any other advertiser on Adwords".

Google, who's allowing these stuff to go live?
